It was the very definition of a policy that would both create wealth and reduce inequality. That is why I was elected President in October 1994 by majority vote in the first round. In my two consecutive mandates we took many other steps to make a more prosperous and equal Brazil. We implemented compensatory policies, to address inequalities, including racial, that I had documented so many years before. We implemented progressive policies on AIDS prevention and land distribution that would address the needs of the poorest members of society.
