I agree that if they are holding up traffic it would be common courtesy to pull over and allow you to pass when they have found somewhere safe to do so. It’s a shame that like drivers you get bad ones and there are some that are not as considerate as others, but it would be wrong to tar them all with the same brush. This system has worked for 90 odd years.
