And without an IT dep how do u manage whistle blowing, grievance and central HR policies? His ethos of moving power out of centralised areas is a good thing but u also need someone to tie it all together and it's likely that can't be don't by one person. In my experience some managers are psychopathic narcissists who are afraid of people who know what they are doing and likely to out them. True they may pull the wool over HR, or have more seniority, but they stiffle creativity and kill it. So maybe he's got a psychological metre to weed them out, if not it's likely to come crashing down. This article doesn't go into the details, how many employees does he have? Are the services outsourced or performed by managers wearing many hats? Or does he fill the roles by department, each one getting their own IT person but they don't have a standalone department? What about InfoSec?
